Authorities in Dubai have relaxed residency visa requirements for property investors, scrapping the long-standing minimum investment threshold for single-property ownership in a move aimed at boosting participation in its real estate market.
Under the revised policy introduced by the Dubai Land Department, full property owners can now qualify for a renewable two-year residency visa regardless of the value of their property. Previously, investors were required to commit at least AED 750,000 to be eligible.
The policy shift significantly lowers the barrier to entry, opening opportunities for mid-income earners and first-time foreign investors who were previously excluded due to high costs.
Officials say the reform is part of efforts to sustain growth in Dubai’s property sector and strengthen its reputation as a global real estate investment hub. The development also reflects the emirate’s strategy to attract more international capital amid evolving global economic conditions.
However, the relaxed rules apply primarily to sole ownership. For jointly owned properties, each investor must still meet a minimum investment requirement to qualify for residency, a measure designed to prevent abuse of the system through pooled investments aimed solely at securing visas.
Industry analysts note that the new policy could stimulate demand in Dubai’s mid-range housing segment and draw a broader pool of small-scale investors into the market.
Commenting on the development, Ritu Ojha said the reform strikes a balance between accessibility and regulation. She explained that while the removal of the minimum value requirement expands access for global middle-income investors, maintaining thresholds for joint ownership helps preserve the integrity of the scheme.
Meanwhile, premium residency options linked to higher-value investments remain unchanged, with long-term visas still requiring substantial financial commitments.
With the latest adjustment, Dubai is signalling its intent to expand global participation in its real estate sector while maintaining regulatory safeguards that underpin its appeal as a leading investment destination.
